This creates coercion and is exactly the same as the diaper culture we are experiencing wherein people are not arrested for going bare faced, they are just coerced to comply by neglecting them access to food through the market and access basic mundane social venues.

The code of diaper facing is the new Spector of Legislation and the people are enforcing the code on each other through coercion and excommunication from the social activities they take for granted normally.

In society made so ignorant that it will neglect the important question of whether harm was intended or if damages or harm was actually done, the society will also neglect to be each other's keeper and preserve the republic by preserving everyone's right to be left alone if not harming anyone.

This is a consideration for both intelligence, maturity, but also of humane discernment for others - meaning empathy and at least sympathy for the welfare of others.

If a society has become numb to the plight of their neighbor, desensitized to the harm done through misuse of government, then there is no future republic, it has to be a autocracy as timid people need to be controlled or they will eat each other. Like dogs who have lost their pack mentality.
